Can't remember title

When I was younger, I watched an animated film and really enjoyed it, and I would like to re-watch it to see if its still as good, but I can't remember the title.

I remember the basic plot. A magician turns the people of a village into block figures to build his castle. A girl and (I think) a magical creature are saved by the girl's brother, who is an aprrentice to the magician, by being turned into puppets, which he knows how to change back. Any ideas?

I saw it a long time ago as a kid. Karuku is one of the scarier puppet villains in animated film, I'll tell ya.
