Reducing the Bytes Help

I want to use this image as my avatar.

But the problem is the site only allows pictures with 20,000 bytes or lower. I don't know what program to use, I only have IfranView and Adobe Photoshop Elements. Unless if anyone is kind enough to do it for me, that'd be awesome.
