Movie Identification

Saw this movie years and years ago. Probably late 80's early 90's. Anyway, the only thing I remember is a couple of guys wearing like biohazard suits walk up to a manhole, remove it and go down into the sewer. They try not to step in the water because there are these bugs that are eating humans. One of the guys falls in and the bugs eat him alive.

I don't think its Slugs because it sounds so familiar and I know I haven't seen Slugs before. I mean it sounds SO FAMILIAR! Damn it...
