STD films are made differently in Japan. It is essentially a different market, rather than a crappy knockoff of the theatrical market. The budgets in comparisons to features are also much closer, with big STD films having budgets around half that of a theatrical film. There are quite a few very good STD Japanese films, apparently. Directors there, even major successful ones, will make films in both markets. Takashi Miike does, for example.
