I've heard jokes get retold before. Carlos isn't the first. I don't really care if Carlos steals material, I really don't. That's between him and whomever he got it from.
Sometimes, not always, the guy who told it first didn't sell the joke very well. Should good jokes be sealed up in the vault for the shitty comedian who thought of it, maybe....but Carlos can sell a joke. I still think Mencia/Ned is funny.

For someone who watches a lot of comedy you seem oblivious to the notion that a comedian's jokes are sacred to him/her. It is their entire lively hood for most of them.
Just because joke stealing may be common practice doesn't mean it should be accepted.

I would direct my anger at any comic I believed was stealing material. Mencia at the moment appears to be one of the worst offenders. Joe Rogan mentioned a concept in an interview known as "parallel thinking". Do comics sometimes have similar themes and even similar jokes? Yes they do. But how often do does a majority of their coworkers turn against them? Not often. You could say they're jealous of their fame. You could also make the case that they got famous from the use of others' material.
