I first saw him in TRON when I was a kid and thought to myself "Boy, he looks evil!"

His great villainy in other films like Time Bandits, Waxwork, Time After Time, and Star Trek: The Next Generation's "Chain of Command" two-parter continue to show how terrific he is as a bad guy.

It's nice, though, that he's also had a chance to play good guys in other films like The Omen and Star Trek VI: The Undiscovered Country.

I remember him mostly from Star Trek VI (wasn't he in Star Trek V as well?), Scream 2 but mostly that TGR guy from Teenage Mutant Ninja Turtles II: The Secret of the Ooze! :D

Yay. This guy is cool.

I had no idea Warner was in TMNT 2, though I'd give him a "yay" soley based on his sympathetic portrayal of the Klingon Chancellor in Star Trek VI: The Undiscovered Country. I'd agree that he was excellent as the Cardassian Gul in that NextGen episode. He had a small part in Star Trek V: The Final Frontier as well, though that was hardly the best of the series.

is he the guy from the 1st omen that gets his head loped off also the bad guy in titanic?

The Omen, Straw Dogs and The Thirty Nine Steps.

One of the British best.

Yay. Quite the thespian, and apparently a good natured person in reality. Great voice too.
