New David Lynch film?

I heard a rumor that David Lynch was collaborating with some unknowns in a picture called "Restitution" (premiering at Sundance 08). I looked for info everywhere before stumbling on this myspace page :

Does anyone know if this is the new David Lynch film... or just one by the same name?

it says it's a shawn caple film. doesn't that mean that its not a lynch movie?

The word is he has a producer/writer credit. Which seems unusual to me... but it's David Lynch....so I have no clue. The trailer (all 40 seconds of it) doesn't say and the only info on the site is a cast list.
