Trying to remember name of film

This film was in the late 70's or early 80's about a young couple who move to an island and the towns people are in a cult. I remember the woman had dark hair. It may have been a TV movie.....I think it was based in New England.

Maybe it was Coven Bay, or Bay Coven, something like that. Made for TV movie with Tim Matheson and Woody Harrelson.
