I know it takes place in an asylum, the main character is a girl, the people checked into the asylum are commiting suicide, and the doctors are making them become violent with the medicine they are prescribing them.
At one point, nearing the end of the movie one of the violent patients stab an object into the middle of there hand, then makes his way to a basement maybe and finds a scalpel and cuts a word into his arm.
I've been looking for this movie a very long time, its always on my mind, and i dont think i can think of any more descriptions of this movie other than it may be made within the 90s or 80s ive been actually leaning towards the 90s.
