It was late when I watched the movie (it is also late while I'm typing this so bear with me), and I'm not sure I totally got it. If someone wants to explain the end to me very simply I may be able to give this movie a more positive rating. My rating : B-.
BTW, Remember to put down multiple spoiler warnings in advance for those who haven't seen the movie.

Last time I watched this film was just before christmas and I had salmonella from the damn turkey! It seemed to make a lot more sense than I remember it did watching it before that, perhaps the secret to this film is that you have to be delireous to watch it.

do you mean the very last scene, where there's a guy on a plane and a woman sitting next to him? the guy is the person who releases the virus and the woman is from the future.

I really enjoyed 12 monkeys. Here is the basic plot written a simple as I could think of it.

People live underground in the future because a deadly virus was released a long time ago and no one can survive above ground. They see signs all over the place showing that an army called the 12 Monkeys released the virus. So Bruce Willis is sent back in time to find the 12 Monkeys and a pure form of the virus.
The first time he goes back to far in the past and ends up in an insane asylum. There he meets crazy as hell Brad Pitt. While Bruce Willis is watching a show on TV showing scientists doing cruel experiments to animals he says that maybe mankind deserves its fate. Brad Pitt hears him and thinks killing everyone in the world is a good idea.
Then Bruce Willis is brought back to the future so they can send him to the right time. When they finally send him to the right time he eventually finds out that Brad Pitt is no longer in the insane asylum. Brad Pitt is the leader of the 12 Monkeys. When Bruce Willis meets him again he tells him that he needs the pure form of the virus so the scientist can come up with a cure. Brad Pitt starts acting crazy and tells Bruce Willis that killing everyone is his idea. One thing leads to another and Bruce is upset at the thought that Brad Pitt got the idea from him.
Bruce Wills is brought back to the future and is considered a hero for finding the 12 Monkeys. Bruce wants to go back in time because in the past he fell in love with Madeleine Stowe. He convinces them to send him back.
Now back in the past, on thing leads to another again and they find out that Brad Pitt and the 12 Monkeys did not release the virus. They just released all the animals from the zoo. That was the big secret plan of the 12 Monkeys. Bruce Willis then finds out someone else releases the virus. He calls and leaves a message on a voice mail monitored by the scientist of the future. He tells them that the 12 Monkeys did not do it. Someone is sent back in time and gives Bruce Willis a gun. Then Madeleine Stowe sees someone that she recognizes. He is an apocalyptic freak that works at the lab that made the virus. She tells Bruce Willis and they rush to stop him from getting on a plane. When Bruce Willis Pulls out a gun to shoot the guy some cops shoot Bruce Willis instead thinking Bruce Willis is a crazy killer. In the crowed is Bruce Willis when he was a kid, and he see the cops shoot the older him. Then on the plane the guy with the virus gets away. He sits down in the airplane and next to him is one of the scientists from the future.
That is basically the main plot of the movie; I left a lot of important stuff out. For some reason a lot people did not understand this movie. I personally loved it, it is one of my most favorite Sci-Fi movies out there.

1. What was the signifigance of the younger him in the movie? I guess it explains the dreams, but is that it?
2. What happens in the end scene when the evil scientist and the one from the future meet? Are you supposed to think they release it together?

He had seen his own death when he was a kid and never knew it. Also when he walked into the airport he knew something was going to happen there. That is what made him decide to call the voice mail. And when he told her that the airport is the place of his dreams that might have made her more cautious and why she noticed the guy caring the virus.

The scientist from the future just needed the pure form of the virus to come up with a cure. That ending shows us that they knew who the guy is and that he has the pure virus they needed. So it is safe to guess they will take a pure sample of the virus from the guy and cure the virus in their time. Also during the whole movie Bruce Willis always said that you couldn’t change the future.
