The original Frankenstein movie should not be classified as a 'horror movie' because it's not scary but is still a very good film.
I know it was scary for people 70 years ago because nothing had ever been done like that before but it's not scary anymore!

I think most people would agree with you, and even more people look at it as a classic Universal Monster Flick...I mean, Bela Lugosi's "Dracula" is not terrifying and "The Wolfman" does not make me jump out of my seat with terror-filled frights...nor does "The Mummy", "The Invisible Man", "The Phantom Of The Opera", "The Creature from The Black Lagoon" scare the beejesus out of anyone, but they are still horror classics nonetheless...

Let me add that, while "Frankenstein" is probably not frightening to modern audiences, it still contains elements which are emotionally jarring: the monster throwing the little girl into the lake (yes, I know, I laugh during that scene too, but she does drown, making the moment as tragedic as it is blackly humorous); Fritz's abuse of the monster; etc.
Remember, movies like "Evil Dead 2" or "Dead Alive" aren't "scary" either, but they are undoubtedly horror movies because of their subject matter.
