Hmm... very tough one... but when it comes down to it, in my eyes there are none other than Donald PLeasence. He stared in MANY horror films, and made the HALLOWEEN series one of the best horror has.

Yes Brock, Vincent was the master of horror, I don't know how, but I forgot about him. I'll change my answer to him with Donald Pleasence as a close second.
