Can someone shed some light on Halloween 5: The Revenge of Michael Myers?

It's been a while since I saw it, but isn't this the film with the mysterious figure following Michael Myers around, and then he frees Myers from prison in the end?

Has anyone ever read from an interview who this stranger is, and why he is never heard from again or explained in Halloween 6?

Yeah, that's the one. He does show up again, he's in part 6. He's the old dude who trys to get Loomis into the fold. Just got done watching the entire HALLOWEEN series. Just until recently, I had only seen 1, 2, and H2O.
