I'm the type of guy that when I'm feeling down, I make it worse by listening to depressive music. I know... it doesn't make sense.
These days my favorite depressive song is WEAPON by Matthew Good. Talk about bringing me to an all new low.
Check out the WEAPON lyrics here:

Now for the question: when life sucks and you just want to break down...what's your fav down and out song to bring you there?

Jeez...i'm an authority on depressing music and, like Arrow, when i'm feeling a little bit down I tend to gravitate towards albums by some of the following masters of melancholy,
The Tindersticks - pretty much any of their albums qualify
The Jesus & Mary Chain - primarily their Darklands album
The Handsome Family - twisted, mournful country music
Beck - his recent Sea Change album is some of the finest heartbreak music i've ever heard
Radiohead - especially The Bends...their finest album to date
Joy Division - masterfully depressing music
Bruce Springsteen - Nebraska, Tunnel Of Love, The Ghost Of Tom Joad especially are full of depressing songs but there are some splendid songs full of sadness and despair on pretty much all his albums
Gram Parsons - his GP and Grevious Angel albums are recent addition to my vast collection of sad music...the song $1000 Wedding is fucking heartbreaking
Ryan Adams - the title of his Heartbreaker album tells you everything you need to know about the kind of music it contains
Bob Dylan - Blood On The Tracks is probably the best album ever written about what it's like to be stuck in a disintegrating relationship...it's Dylan's best album
Sparklehorse - an enormously underrated band who have written a plethora of sad songs
Eels - Electro Shock Blues is simply one of the most harrowing and beautiful collection of songs about coping with the grief of losing someone close to you i've ever heard...wonderful
The above are just a small selection. Most of my friends think that there's something mentally wrong with me as a result of my taste in music. Fuck 'em. :D

Rather than a song, I'll submit one artist who has personified the "depressing" genre like none other: Morrissey.
The man takes it to a whole different level, and there are times his music seems like the only relevant thing to listen to.
I just purchased his DVD ~ Oy, Estaban ~ , and the images coupled with the lyrics are pure morose simpatico. The first two videos: Every Day Is Like Sunday , and Suedehead are masterpieces of depressing imagery.
His work with ~The Smiths~ is equally compelling.
I've never heard/seen anyone do it better.

Some excellent suggestions there Psycho...I can't believe you actually mentioned Gram (he's currently in the "Song of the Week" thread if you want to go have a sneaky peak...;))
I'd also have to add...
The Smiths - Morrisey is the king when it comes to miserable music.
Scott Walker - Some of his stuff is so bloody stunning yet tragically poignant.
Lou Reed - Now "Berlin"...that is one depressing album.
Pulp - Just listen to songs such as "Little Girl (with blue eyes)"...sad sad stuff.

Elliot Smith - Needle In The Hay
Tori Amos - Me And A Gun

How could I forget the tindersticks Each album is an open invitation to depression? So Beautiful.
Bob Dylans Blood on The tracks is his masterpiece. The only album I own by the man.
Listening to that eels album has brought me to tears before. I mean he made a song out of his sisters suicide note. You don't get more depressing than that. Then throw in the songs about his mom fading away to cancer and you have a recipe for some of the saddest songs ever created.

How could I have failed to mention The Cure's Disintegration album. I'm fucking ashamed. It's their best album by far (and I like most of the rest of their albums). A masterpiece from start to finish. The song Disintegration is is one of the most intense i've ever heard. Every song is a masterpiece. Pure sadness and depair rendered as words and music. Can't believe I forgot it.

Idiot Wind is a masterpiece, quite a jolting tune. I also wear out Lily, Rosemary and the Jack Of Hearts.
If you love Blood on the Tracks, then you must check out the album that followed it: Desire.
Some terrific cuts, and a very "down" mood permeates the entire disc. "Oh Sister" and "One More Cup of Coffee" resonate with sadness, and "Sara" is probably the truest (sad) love song I've ever heard.

Desire is my second favorite Bob Dylan album (closely followed by the Live At The Royal Albert Hall album). Isis is an rambling masterpiece while Sara is utterly devastating.

Good call on Matt Good everybody. The guy's an asshole but a talented one for sure. Apparitions was an athem for depression in MGB's heyday and now its live performance has gotten even more depressive because Good refuses to play it like a powermetal ballad. If you ask me, the old way is the way songs like that are meant to be played. Anyway, Canadian rock needs more cranky, witty, poignant, srtrikingly well-read, establishment-hating people like Mr Good.
Here's my fav depressing songs by Matt Good
Omissions of the omen
I miss new wave
The inescapable us
Symbolistic white walls
Prime time deliverance
So long Mrs Smith

Seasons in the Sun-Terry Jacks
Goodbye to you my trusted friend
We've known each other since we were nine or ten
Together we climbed hills and trees
Learned of love and A B C's
Skinned our hearts and skinned our knees.
Goodbye my friend it's hard to die
When all the birds are singing in the sky
Now that the spring is in the air
Pretty girls are everywhere
Think of me and I'll be there
We had joy we had fun
We had seasons in the sun
But the hills that we climbed were just seasons
Out of time......
Goodbye Papa please pray for me
I was the black sheep of the family
You tried to teach me right from wrong
Too much wine and too much song
Wonder how I got along.
Goodbye Papa its hard to die
When all the birds are singing in the sky
Now that the spring is in the air
Little children everywhere
When you see them I'll be there.
We had joy we had fun
We had seasons in the sun
But the wine and the song like the seasons
Have all gone.
We had joy we had fun
We had seasons in the sun
But the wine and the song like the seasons
Have all gone.
Goodbye Michelle my little one
You gave me love and helped me find the sun
And every time that I was down
You would always come around
And get my feet back on the ground.
Goodbye Michelle it's hard to die
When all the birds are singing in the sky
Now that the spring is in the air
With the flowers everywhere
I wish that we could both be there
We had joy we had fun
We had seasons in the sun
But the stars we could reach
Were just starfish on the beach
We had joy we had fun
We had seasons in the sun
But the stars we could reach
Were just starfish on the beach
We had joy we had fun
We had seasons in the sun
But the wine and the song like the seasons
Have all gone
All our lives we had fun
We had seasons in the sun
But the hills that we climbed were just seasons
Out of time......
We had joy we had fun
We had seasons in the sun

Some good choices here. All of The Bends is depressing as hell (but still a kick ass album). Mad World is another good choice.
Ender by Finch is the most recent song to depress me (even though it positively rocks at the 3 minute point).

Matt Good has a thing for depressing songs because Prime Time Deliverance is the very best in the Matt Good depressing songs category. Seriously...just thinking about that damn song and the part about the girl in the pink bunny suit, hanging from the closet door. My fav part in that song is the "...headlights, morning glow..." part, though. Actually, the whole damn song's good so scrap everything I just said.
Change (In the House of Flies) by The Deftones is also really depressing, along side of One by Filter; If You Go Away by Emiliana Torrini; Living Without You by Harry Neilson; Between Angels and Insects by Papa Roach; Save Yourself by Sense Field; Epiphany by Staind; and Mourning by Tantric.
Those are basically all my favorite songs.

"The Boatman's Call" is INFINITELY more depressing and gloriously dour than "Murder Ballads".
I Love "Murder Ballads" to death... and I found it to be more of a lambaste and a piss take, rather than a "downer".
The two songs you mentioned are quite sad, but, it's balanced quite nicely with sick humor ("Curse of Milhaven"), mindfucking depravity ("Song of Joy"), rambling, Dylan-esque narrative ("O'Malley's Bar"), twisted bravado ("Stagger Lee")....
A cinematic adaptation of "Murder Ballads" is desperately needed... damn ... the possibilities, eh?

ok... i know after i post this reply all my "plausibility" or "integrity" will vanish, but i'll do it anyway... while i agree with all the previous suggestions, i would have to add another band- The Cardigans. they had their 'one-hit wonder' back in '98 with 'lovefool' from 'william shakespeare's romeo and juliet'. that song is literally the worst of the cardigans, it's pretty inexcusable, but basically every song from 'emmerdale' and 'life' can drive you to the brink of suicide. ;) by the way, props for whoever mentioned billie holiday's 'gloomy sunday'.
p.s. i'll think of more later...no more sappy swedish bands next time, i promise!

Also, in continuation to what BloodiedCelticVengeance was talking about, off the Bob Dylan album Desire, there's the Joey, 12 minute masterpiece. Also my favorite Dylan song is Romance in Durango. WOW.

Gary Moore was one of the guitarists in the classic Irish band Thin Lizzy. He's a great guitar player, and this song will make you really feel the loneliness and isolation of someone leaving you.
"Tito, give me a tissue..."
SO good! I'm glad someone else agrees on this one...

My fave DEPRESSING song would have to be The Cure's " Pictures Of You". Whenever I listen to this song I remember all of the times that I have gotten my heart broken and have never been able to recover from it. This song just reminds me that I can still have these pictures of past boyfriends and all but no matter what happens I am never going to get that person back and it sucks royally to have to sit back and realize that. Plus currenty I am kind of feeling the same way about my current boyfriend.
