The Texas Chainsaw Massacre, by far.
The Exorcist, Halloween, The Thing, Psycho, and The Shning are all damn good, too.
If you're counting Horror/Comedies then it's Evil Dead II.
If not, An American Werewolf in London (kind of a comedy, but more horror than Evil Dead II).

I think every horror movie should have at least an element of comedy in it, so you know not to take it too seriously. (Unless it's a more gritty film such as Seven, but that's not really horror)

when i was a kid jason useda (still does sometimes) follow me to my dreams, but the first time i saw evil dead, it creeped the crap outta me. i'd hafta go w/ evil dead and evil dead 2, they're my favorites and they're like so uniquely done

Sleepy Hollow. Beautiful, gothic, quiet, macabre and all-around amazing. Depp is fantastic in this (IMO, his best performance to date) and everyone else holds their own. Great cinematography, sets, costumes and effects. Tim Burton's ultimate masterpiece. Not so much a horror as it is an original fairy tale.

Well, that isn't Stonehenge for a kick-off...;)
The Wicker Man is set in and around a rather strange little (fictitious) Scottish Island called Summerisle...a neo-pagan society no less, and the natives love nothing more than getting their kit off, and performing (nudey) ritualistic demonstrations in honour of the "Old God's". They also break into cheery song at any given opportunity...
:)
It's a must-see.

Wow. I no longer consider TSOTL a horror movie anymore, it's actually more of a 'thriller'. So my vote for best 'horror' movie goes to Alfred Hitchcock's PSYCHO (scariest horror movie though, is Don't Look Now).
