At the risk of sounding biased, this Spielberg film doesn't deserve the 'flop' designation many have given it over the years(if I had to pick my least favorite Spielberg film, it would be the promising but dull Always).
While the film may not be a classic comedy like A Shot in the Dark or Dr. Strangelove, it's more watchable than crap 'comedies' like Tomcats or Freddy Got Fingered. One reason being the film's fabulous cast(John Belushi, Dan Akyroyd, John Candy, Robert Stack, Christopher Lee, Toshiro Mifune). Another being the nice recreation of 1941 California.
Perhaps the film's glaring flaw is that there are practically no laughs in the film(I once read an interview with Jack Nicholson where he said that Kubrick thought 1941 was good, just not funny).
Of course, Spielberg would make a nice return to the top with his next film(Raiders of the Lost Ark), & he'd go on to make a GREAT comedy more than 2 decades later(Catch Me If You Can). My guess is that age & experience enabled this to happen(&, if so, it's strange that the opposite seems to have occurred with our George[on an artistic level, that is]).

You have a point. I enjoyed most of it. For me, it was too long for a comedy.
