Actually, he does. From what I know of the Marvel Universe, Steve Rogers, AKA Captain America took a 'super-soldier' formula as an experiment in WWII, so he does indeed has superpowers. According to the ol Marvel Superheroes RPG, I believe he falls in the 'altered human' category of superhero. Just an FYI.
