How did the war take place in three, but in part two didnt they stop the war?

If they tell in Part 3 dont tell me, if its common sense tell me

You have to see T3, to understand...I suggest you do...like, as soon as possible, not does T3 has out of this world action sequences but it has a great powerful story, it also explains why the events of T2, didn't stop shit.
