the sets of Moulin Rouge are kick ass (I think)

The set of Dark City? Cmon people that one is unbelievable. They even used some of it for the first Matrix installment. The movie is an incredible visual achievement.

Yes, Brazil is a brilliant film- a visual feast with terrific sets.
Another film that comes to mind is Pakeezah; an Indian musical (1971) with sumptuous, gorgeously romantic sets and colours. One of the greatest films ever made yet few have seen it in the West.
