On a movie, what exactly does the Producer do?

he pays to have the movie made and when he doesn't like something he bitches at the director to change it or else

The producer is in charge of making sure the director has what he needs to get the shot. He's ultimately in charge of making sure the director doesn't screw up. He does whatever he has to do to further those two goals.
An on-set producer may spend much of the day doing almost nothing. However, when a crisis happens (and a crisis always happens) he's there to make sure it's resolved without derailing the production.
The director needs to be able to work without worrying about whatever crisis has just erupted. It's the producer's job to make sure that happens.

Very rarely does the producer actually pay for the production. They are not typically the money guys. That's not specifically what a producer does.

Well, "Executive Producer" along with "Associate Producer" and "Assistant Producer" and, even, sometimes, "Producer" can be a buy-off credit. The star's manager gets paid by the production rather than taking 15% fromthe star, and a producer credit is part of the deal. THey're trying to step down on this kind of behavior.
Sometimes a producer is just the person who moved the script along at a key stage, attaching certain talent or whatever.
"Executive producer" however, is usually the person who either 1) gets the money or 2) gets the distribution or 3) both.
