Yo schomes,
Theres something I've noticed about the character Freddy Krueger and thats whenever Wes Craven had some creative control over the character (directing/screenwriting), Freddy has been at his most sadistic personality-wise (with the exception of Freddy vs. Jason).
Examples:
A Nightmare on Elm Street:
The original, written and directed by Wes Craven, introduced us to the dream-stalker Freddy Krueger, killing innocent teens in their sleep. Having as much fun with the kills as possible eg. Tina and Glen's deaths.
A Nightmare on Elm Street Part 3: Dream Warriors:
Chuck Russell took over the directing job but Wes was the screenwriter (along with some others). Freddy Krueger is terroizing teens in an insitute for sleep disorders (aka Western Hills), once again he has fun with his kills but this time killing the teens that go along with their personality eg. Jennifer is a wannabe actress, Philip is a "puppet-sculpter" and Taryn is a former drug addict. He even lures Joey out by posing as a nurse Joey happens to like.
Wes Craven's New Nightmare:
Back in the directing chair, the story of NOES takes an interesting spin with the "film-within-a-film" subplot. Freddy Krueger isn't as fun here but is still sadistic, trying to lure actress Heather Langenkamp out by kidnapping her son Dylan. He also toys with the infant by putting him in front of traffic.
The only "Nightmare" films Wes has worked on and possibly the best ones. Even though Wes did create the character Freddy Krueger, it would seem that Freddy has been at his best/most sadistic whenever Wes had been in control in someway while working on the films.
But, of course, thats my opinion.
Thoughts?
