Anyone know why CASABLANCA competed for the 1943 Oscars instead of 1942? Was it a late December baby?

I believe it was released in New York in December of 1942, but wasn't released in Los Angeles until 1943, and a movie has to open in LA in a given year to be eligible for the Academy Awards.
