I have two that I really like...
The T-1000 from Terminator 2: Judgment Day was a cool and relentless villain and his cool morphing was very well done for 1991, considering the Mummy in 1999s The Mummy was considered a breakthrough for his SPX.
I also liked Crispin Glover's Thin Man from Charlie's Angels because that was just one of the funnest movies I've ever seen and the back-alley slugfest between the Angels and the Thin Man was "kick ass" fun.
So, who is your favorite villain that doesn't talk or talks very little? ... and there are plenty. http://www.joblo.com/ubb/wink.gif

The government men from "E. T."(10/10). Not showing their faces, made them very creepy guys to me. It was a very effective choice by Spielberg.

"Man" from BAMBI.
Didn't appear on screen in the film, didn't speak a word, and at the same time both cold and frightening.

Ditto to what Hannibal said.
Even though Kevin doesn't say a word, he is utterly haunting and just plain frightening.

Rutger Hauer, The Hitcher.
I think his scene in the car is the only words he speaks in the whole film:
"Looks like the car broke down... But there's no one in there".
"They couldn't have gotten far."
"Uh... Why not".
"Because I cut off their legs. And their arms. And their heads. And I'm going to do the same to you."
Brrr....

Kazuo Kiriyama from Battle Royale. He is one crazy ass mofo. And he doesn't say a word in the film, but I didn't notice that until someone pointed it out to me. It just seemed like his Uzi was doing the talking for him. If you don't know who I'm talking about this is the guy:
