1999 was a great year for movies, probably the best this past decade. Anyway, one movie seems to be the favorite among posters here:
Fight Club
...but let's put that one aside. There were many other great movies from 1999 too.
The Best Picture Nominees were:

You're definitely right Ferg. Sorry but I forgot Election (9/10), I love it! I'll have to add it to my list now. Iron Giant and Straight Story (both 8/10) was also very good.

Seen little of that year, but behind Fight Club is BEING JOHN MALKOVICH. That movie was absolutely hilarious.

Runaway Bride (5/10)
The Cider House Rules (5/10 --> Great acting, but too long and a little boring)
Boy's Don't Cry (3/10 I think. I found it boring, then disturbing. The disturbing might've been powerful if I was into the movie for the first hour and a half, but I was not)
The Rage: Carrie 2 (3/10)
Inspector Gadget (2/10 --> one of my least favorites)

I don't know, but when I saw "The Talented Mr. Ripley" was a not a very good movie. I gave it 5/10 number one. Because it simply could not hold my attention. The only scene that stood out was the part in the middle that involved Damon, Jude Law, and a boat. That was the best part. I had no sympathy for the character, and the plot was neither suspenseful, nor intriguing. This is why I do not consider it a standout film for 1999.
As for ratings-wise, There was only one that deserved the 10 and that was The Straight Story, probably a 9 by the second viewing, but I couldn't find one problem with it.
The Mummy is my most hated movie of 99'
