HAL from 2001 is someone i love to hate. I dunno if it'd be considered a villain though.
Another good villain is Jack Torrence from The Shining.

it looks like i got myself into some trouble here. the whole movie was juts a strand of dirty jokes, i didnt find it that funny. I would rather watch Monty Python.

Jaws - no comment
Alex De Large - you know, from A Clockwork Orange.
Pennywise the Clown - Kills kids, eats their souls,.....pretty evil.
Micheal Meyers - no comment
Tyrannosaurus Rex - bigass monster with sharp teeth
Candyman - Also a great villian.
T-1000 - no comment
Bliar Witch - she is pure evil,...she fucked with those kids pretty bad.
