Even before that. His turn on Marty garnered him some pretty good heat, and his feud with Razor, while it didn't quite begin in '93, it was memorable for that ladder match. Also Michaels was going around at that time saying he was the 'undisputed' IC champ, even though Jack Tunney suspended his reign because Michaels didn't defend the title in a month. Having Michaels go around with his own version of the IC belt was pure heel gold. And then there was something called DX...

Well, basically Axe described it already, but I'll go in more detail since I've heard you say you didn't start watching the WWE completely till 1998. HBK turned heel in January of 1992 when he threw his then partner Marty Jannetty through a window on The Barber Shop. I thought he was a quite good heel and garned some big heat in his feuds with Bret, Perfect, and Hall at the time. He turned face the night after Wrestlemania 11 when Sid snapped on him and Power Bombed him 3 times. Although he was funny as hell in DX, pretty much everyone in the company at the time was a tweener so I'd consider him a true heel.
