I cannot pick just one, I have two films that I love that are the two funniest films of the 1990's.
I have seen both over 25 times and to this day, I still nearly piss my pants when I watch them.
They are:
Don't Be A Menace To South Central While Drinking Your Juice In The Hood

American Beauty (10/10) is the movie that made me laugh the most and it's mostly a Drama. My favorite movie of all-time.

The funniest film ever is A Fish Called Wanda but that was made in 1988 so it doesn't count.

Best in Show is 2000.
I just saw Ed Wood and laughed my ass off. Not the funniest by any means, but very funny. I'd go with Wating for Guffman as the funniest.

A perfect list, if you replace As Good as it Gets with Clerks...and add Chasing Amy there too, those films crack me up every time.

Ah shit, I loved The House of Yes Very underrated, and very dark, but hilarious! Great flick. Parker Posey kicks ass.
