I'd go with 1994.
Good topic -- I agree that these were two stong years for movies.
1994 holds a place in my heart:
Ed Wood
Heavenly Creatures
Shallow Grave
Hoop Dreams
The Hudsucker Proxy
Crumb, Clerks, and Red also came out this year.
1999 has the above mentioned and Being John Malkovich, and Eyes Wide Shut which I like very much. It was a very good year too.
My vote goes with '94 though.

1994. Nothing can compare to a year that released Clerks, The Shawshank Redmeption, and Pulp Fiction.
Being John Malkovich should be on your 1999 list. I felt it was a much superior film to the estremely over-hyped Sixth Sense.

1999, definitely.
I tried to make a top ten list for that year, and there were so many great movies that I couldn't find just ten!
Magnolia, The Sixth Sense, The Straight Story, Election, Eyes Wide Shut, Felicia's Journey, Toy Story 2...wow, so many good films, so many to choose!

1999...it was one of the only years where my list was almost completely filled up with A+'s and A's...
Monstrously well-rounded film year, that 1999 http://www.joblo.com/ubb/smile.gif

I remember 1999 had some pretty good movies later on, but up till the last few months, it wasn't anything special. Therefore I'd have to go with '94.

My favorites of 1999:
Fight Club
Magnolia
Dogma
The Matrix
American Beauty
Ghost Dog:The Way of The Samurai
Man on the Moon
Being John Malkovich
The Phantom Menace
Election
American Pie
South Park:Bigger,Longer and Uncut
My favorites of 1994:
Pulp Fiction
Natural Born Killers
Forrest Gump
Ed Wood
Heavenly Creatures
Clerks
Wes Craven's New Nightmare
Serial Mom
Terminator 2 Special Edition
I am not a fan of Pulp Fiction or The Shawshank Redemption (Holy Excessive Praise, Batman!) And think that 1994, aside from Clerks and Bullets over Broadway, was OVERHYPED.
1999 had...
Fight Club
Dogma
Eyes Wide Shut
Being John Malkovich
Three Kings
1999 all the way.

Id have to go with 99 but I do reeally like 94 because ED WOOD has a special place in my heart. And it was not overhyped.

They're both good years, but I'd give it to '99. 194 had a lot of good movies too, but a lot of the ones that you mentioned in '94 I thought were crap. *shrug*
In 1999:
American Beauty
The Insider
Sixth Sense
Fight Club
Magnolia
the Matrix
The World is not Enough
Imho these are better offerings than '94:
Lion King
Pulp Fiction
Forrest Gump
Shawshank Redemption
Clerks
Jasonite
P.S. The best year in movies though is still, of course, 1939.

1994 by a LONG country mile. The Shawshank Redemption, Pulp Fiction, Fresh, Heavenly Creatures, Interview with the Vampire, Quiz Show, etc. etc. etc. The year has produced many excellent movies, the best year of the 1990's.
1999 was the WORST year ever for movies IMO. Not only were there only VERY few good ones, there were many of o******d ones as well, a lot of mediocre ones and a TON of godawful cringe inducing ones (5 of which from that year are in my bottom 20 of all time). Yuck!

Both were great years for movies. I don't think Bringing out the Dead has been mentioned, one of the most underrated movies of '99. Being John Malkovich also came out, Charlie Kaufman's first movie.
But, I think '94 was the better of the two years. Pulp Fiction, Natural Born Killers, and Clerks are all modern classics.

1999 has the most * * * * movies for me. It's one of the only years in which my entire top 10 are * * * * movies (American Beauty, Magnolia, The Sixth Sense, The Cider House Rules, The Insider, Fight Club, The Green Mile, Bringing Out the Dead, Girl Interrupted and Arlington Road) and other excellent movies such as 8mm, Analyze This, The Matrix, Go, Forces of Nature, 10 Things I Hate About You, Star Wars Episode I: The Phantom Manace, The Thirteenth Floor, South Park: Bigger Louder Uncut, American Pie, Eyes Wide Shut, Dick, The Muse, The Blair Witch Project, Mickey Blue Eyes, An Ideal Husband, The Hurricane, Toy Story 2, Man on the Moon, October Sky, Dogma, Snow Falling on Cedars, Cradle Will Rock, The End of the Affair, Galaxy Quest, The Red Violin, The Story of Us, Three Kings and more I could list of movies that I really like and love!
1994 was good too though. My favs from 94: Forrest Gump, Pulp Fiction, The Shawshank Redemption, Little Women, True Lies, When a Man Loves a Woman, Quiz Show, Wes Craven's New Nightmare, Clear and Present Danger, Junior, Dumb and Dumber, Speed, The Lion King, Maverick, Oleanna, Legends of the Fall, Doleres Claiborne, Death and the Maiden
Another great year:
1995: Se7en, The American President, Little Princess, Apollo 13, Exotica, BraveHeart, Crimson Tide, Dead Man Walking, Get Shorty, 12 Monkeys, The Usual Suspects, Strange Days, Leaving Las Vegas, Mr. Holland's Opus, Heat, Rob Roy, Toy Story, The Bridges of Madison County, Babe, Devil in a Blue Dress, Nixon

Jesus H. Christ, based on the original post, both years would have sucked bad.
This is what those years had to offer in terms of real quality:
1999
Eyes Wide Shut (Kubrick)
Ghost Dog: The Way of the Samurai (Jarmusch)
Summer of Sam (Lee)
The Straight Story (Lynch)
The Wind Will Take Us (Kiarostami)
1994
Pulp Fiction (Tarantino)
Heavenly Creatures (Jackson)
Red (Kieslowski)
Ed Wood (Burton)
Chungking Express (Kar-Wai)

Also, this "best movie year" crap is irrelevant. Every year has it's share of great movies, decent movies and crappy movies. Until you see ALL of those, deciding between one year and another is pointless. Subjectivity too, etc.

So you are saying, for example, that if we haven't seen all the great films of 2002, we can't say that 1939, the year that brought us Gone With the Wind, The Wizard of Oz and Mr. Smith Goes to Washington, is a better year for movies?

You would also have to see all 1939 movies to compare too.
That's not the point. What I'm saying is that it's purely subjective, it depends how many films you saw that year, how many you liked, how many you didn't like, and how does it compare to other peoples.
For example, I heard someone say that 2000 was one of the worst films in history. Most of the movies I loved from 2000, he didn't, and vice-versa. Who's right, then? You know? It's pointless.
I thought 4 films from 2000 were masterpieces, that's more than any other year I've seen movies from, so 2000 basically my favorite movie year so far.
