I think the best is Britin. Some pretty good movies have come out of there. The one that comes ot mind is Ganster No 1.

Italy and France. While America is my favorite country of origin for most movies (mostly due to exposure), by a seen-per-great capita, Italy and France rank the best.

France.
Japan has also produced many great masterpieces,and i'm a definite fan.
While Italy has had more than its share of famous directors and films,generally i've been less enamoured.Setting aside personal taste,the French contribution has been far greater.In the BFI 360 Classics list,81 were from France,30 from Italy.France has the most films in the ForeignFilms.com top 100.,and in almost every major international poll.The one poll i've come across which rates Italy most highly was from Romania!
Germany,Russia and Britain have all made important contributions,Sweden too.China,India and many neglected countries are now getting more recognition.Of course,India has long had a huge film industry.
