A good topic,i think.Yes,1999 had many excellent films,-a worthy contender-and i also liked 1993.1939 is often considered Hollywood's best(not for me,though).1959 had 3 very significant international films,Breathless,The 400 Blows,Hiroshima Mon Amour and two personal favourites,North by North West and Some Like it Hot(not forgetting Ben Hur,too).There were several very strong years that decade,like 1953 and 55.But my choice for best year is:1946.

Unfortunately, I'm not as familiar as early landmark years like '39, '46, or '59, so I'll have to go with 1999. I have a ton of films I admired from that year (my best and favorites lists for that year have been constantly in flux since), and it had many groundbreakers and innovators.
