John Cleese- R or Q?

Ok, so John replaced Desmond Llewelyn in the Word is Not Enough. I always thought that he would be R forever, but on his IMDB he was R in his first film, but now he is the Q. whats the deal?

Yeah, I think the deal is he was Q's assistant in The World is Not Enough, but now that Q is retired, he becomes Q, and his future assistant would be R.

Like they'd get a new 007 if Bond died, that kinda thing...
