Jackson explains why Nick Fury didn’t page Captain Marvel until Infinity War

Although he was absent for most of AVENGERS: INFINITY WAR, Nick Fury (Samuel L. Jackson) did appear in the film's post-credit scene along with Maria Hill (Cobie Smulders). As Thanos' (Josh Brolin) snap caused half of the universe to cease to exist, Fury used his last moments to send a distress call to Captain Marvel (Brie Larson). Given the gravity of the situation, it's understandable that Fury wanted to call in the big guns, but surely there have been other events which could have benefited from her presence before this?

While speaking with IGN during the CAPTAIN MARVEL press-tour, Samuel L. Jackson explained why Nick Fury hasn't used the cosmic pager until now.

Other emergencies could be handled by the people who were present, it's just an alien invasion, that's something that can be handled. I mean, half the population wasn't dying and flaking off and doing whatever. We finally have an emergency that I feel warrants her presence. This is something that's unprecedented. How are you gonna fight that? I can’t fight that, and of I’m not here, I need to find someone to come here who can handle it. All those people are ineffective. They’re great for normal, everyday world disaster. But intergalactic badass who has all the Infinity Stones needs a bit more.

Marvel Studios president Kevin Feige also addressed the question while speaking with /Film, saying that Captain Marvel did say to only use it for a real emergency, but added, "The other thing I’d say is how do you know he never hit it? How do we know he never pushed it before? We’ve never seen him push it before. That doesn’t mean he never did." Something to save for the CAPTAIN MARVEL sequel perhaps.
